IR-712 Utility release note. ICP DAS Co., Ltd.

1. Solve a problem in retrieving IR learning data when the Modbus Net ID is 
   not 1.
2. Remove some message windows instead of showing messages in the status bar.
3. Improve the communication stability in the RS-485 interface.
4. Fix the bug: The MB net ID combobox selection is set to 2 in the main window after  
   resetting IR-712 to the default communication settings.
5. Check quantity of IR devices and IR commands when loading the *.ird file.

1. This version is applied to IR-712 firmware version 1.02 and after.
2. Add the Modbus command response delay time in the Basic Setting dialog.
